Edit: No i think he means that he already chose the program and he wants to CHANGE it because i have the same problem and it doesnt give me that option, please edit.
On Windows 7:
Right click on the file, click on "Properties", where it says "Opens with:" click the "Change..." button and select the program you want to use.
I don't know if you can restore the "Opens With" wizard, but you can change the program that opens files of that extension. Right-click on the file and select "Properties". The properties window will show what program opens that extension, and allow you to change it.
