Yes you can insert a non text content on a title and content slide. It could be either an image, audio or video.
The Title Slide is the slide where you put the Title of the PowerPoint so that others know what the slide is about. The Content Slide is the slide where you put words and/or a picture. You can put both but they cannot be in the same box. Title boxes at the top of content slides tell you what the slide is about.
If using PowerPoint you can use "Insert" form the menu bar. Click on "New Slide" and then click on "Format" from the menu bar and choose "Layout". You will have the option to choose either a "Title Slide" or "Title Only" slide. Then enter your desired text into the title box given.
