You really can't.

It's controlled by the printer hardware, components and software. The printers have a processor, ram, motors, printheads, etc, so depending on how fast the devices are will be how fast the printer works. There's a trade off on how fast it can print and still have some quality. The more ram it has the larger the file it can spool.

Things that may help:

If you don't need "Quality" printing then set the printer properties to print in "Ink saver" mode and in the "Quality" menu, set the quality to the lowest available.

Don't forget, if the printer has a black ink cartridge, some printers you have to manually set to print black and white so it won't use the color cartridges to print black and white. It will save a lot of color cartridges.

On your next printer look for the "pages per minute" description, in black and white (mono) AND color.
