Assuming its a CRT monitor...
1. Do not place any objects on top of the monitor which could block the ventilation holes.
2. Periodically blow the dust off the top, back, sides and bottom (anywhere that has vent holes) with an aircan.
3. Keep magnets and any source of magnetic fields away from the monitor.
4. Plug the monitor into a good quality surge protector or battery-backup system.
5. Clean the screen with a soft non-abrasive cloth & glass cleaner. (but not while the monitor is powered on)

On old Touch screens it is a thin sheet of clear palstic attached to sensores and the screen is underneath , when you press it down you put More Pressure on one part of the plastic and the sensors sense it thus giving the MB the command to select where your finger touched
