you just have to access the GUI of your rtr then go to MAC filtering tab, there you can change it. there is also a site where you can have different GUIs for different type or brand of your rtr, there you can experiment or maybe find more easy steps on accessing your rtr's GUI.
The MAC address for each devices will not change but an IP address can be reused so using the MAC address for filtering means that the device will always be included whereas the device may be blocked if allocated a new IP address which has been blocked by the filter.
Adding a password should do the trick. You can also add MAC filtering, if your router supports this feature. When MAC filtering is enabled, only computers/devices specified in White list can access your network.
