Well, first of all, you could load an animated GIF file as a Sprite, which will retain the animation. To animate inside of GameMaker, open up a new sprite.

Click Edit Sprite.

Click the little pen, and draw the first frame.

Click the green tick.

Then go into the menu "Edit", and click on "Add Empty".

Click the little pen, and draw the next frame.

Click the green tick.

You can move the frames around in the animation by clicking on it and using the little blue arrows in the toolbar.
