The best trick I know is to open up Task Manager,

open processes, tell it to end the process of explorer.exe (this will close the desktop, taskbar and any file explorer that you have open)

then click on applications and click on new task

then enter explorer.exe (this will reopen the desktop and the taskbar)

if the taskbar is still frozen, then I don't know what to tell you (give the taskbar a few second the open after reopening it)

How do you unhide a running program?

To unhide a running program, you can typically use the taskbar or the Alt + Tab shortcut to switch between open applications. If the program is minimized, simply click its icon on the taskbar to restore it. Alternatively, you can right-click the program's icon in the taskbar and select "Restore" or "Maximize." If the program is hidden or not appearing, you may need to check the Task Manager to ensure it's running and then bring it to the forefront.
