From the home screen and several apps, you swipe down from the very top of the screen to reveal it. Some apps that have lots of swiping (like Fruit Ninja) require you to swipe down from the top to reveal a pull-tab. You then grab that tab and pull that down to access the Notification Center. You can also access the Notification Center by swiping down from the lock screen in iOS 7. Lastly, to close the Notification Center, either grab the tab on the bottom and pull it up or press the home button.
