There is no way how to change it when installed. You have to rainstall it and change language in the start of installation. There are so many different versions with diiferent languages, so you must have one with language you want. p.s. Sorry for my bad English.
Adobe Photoshop is not multilingual. You must buy or contact support for localized version.
The language is set during installation if done via a legal copy. However, to change - Edit >Preferences - then select Country/region
Go EDIT - Preferences - Country Region. However if this is a legal copy of Photoshop you should have been able to select language on install.
You can not change language to Punjabi because Photoshop currently do not support that language.

You must buy localized version of Photoshop. Adobe Photoshop officially does not ships as multilingual.
Portable version is not supported by Adobe, there isn't portable version available, you should think about using portable Photoshop.

PS, AI, Flash and several other programs have never been multi-language enabled and will run in the language chosen during install or dictated by the serial number. Furthermore, install packs are region specific and an Asian version may not even contain English language files just like US American installer packages mayx not feature European languages. You have to have files from original CD to change the interface language.
