If you have the Original photo in colour you would open the colour version of that image in Photoshop.
Select the section you wish to keep in colour - This can be done in a series of ways and is down to personal preference. You can use the Polygonal Lasso Tool, the Pen Tool (Draw around selection. BACK-click and 'Create selection'. Magic Wand Tool or the Marquee tools.
Once you have the Selection selected, Copy and Paste the selection into a new Layer. Make sure you have the layer below highlighted now (The background Layer). Image>Adjustments>Desaturate. This'll cause the background Photo to now be in black and white, you can also adjust the contrast of the Layer by going to Image>Adjustments>Brightness/Contrast...
At this stage you should have a black and white Photo with the selection (In the layer above) that you wanted in colour. You can experiment with different tools to fade the colour into the black and white so that the edges of the top Layer aren't sharp edges.
Different tools you can use to blur out the colour into the black and white around the edges are - the smudge tool set to a low Opacity, the Blur tool or the Eraser toolwith a blurred brush or/and low opacity.
