1. Open your picture: File->Open 2. Go to: Image->Image Size 3. To make sure your picture scales proportionally make sure the following are checked on: Constrain Proportions and Resample Image.
Load picture - make sure it not a backround In Edit > Transform > scale and change the size to that of a passport photo

Photoshop.
In Photoshop go to Image > Image Size.
Technically Adobe Photoshop is not a photo processor. Adobe Photoshop is just a place where you can edit your photos and other imagery. It has nothing to do with photo processing.
To increase the size of a photo, you can use photo editing software like Photoshop or online tools like PicResize. Simply open the photo in the software, select the resize option, and adjust the dimensions to make the photo larger. Be mindful that increasing the size too much may result in a loss of image quality.
It depends on what picture editor you have. Most have a menu item/feature called Resize. In Photoshop it's in the Image menu. Find it and put in the size you want the picture to print. You may have to change the size thingy from pixels to inches.
Click on Image on the menu, then select Image Size and type in the sizes you want.
You can do that with Crop tool or from Image -> Image Size. See ralated link for good explanation how to do that properly.
Although ACDSee Photo Software and Photoshop have many similar qualities, many would agree Photoshop is the better choice for general photo editing. ACDSee Photo Software is more specific for digital scrapbook editing.
CS4 is version of software, and the name before CS4 is stand name of Software, for example Photoshop CS4 is: software Photoshop and version CS4.
