First, Make sure your scanned document is open in Photo Shop (means scanned psd file). now Press Ctrl + Shift + S on your key board, you will see a Save As window on your screen. Now set its file format to Photoshop PDF (*.PDF; *.PDP). And click on Save button. Now you will see a Save Adobe PDF window for settings of PDF,
(change its settings if you want otherwise leave all as they are) Click on Save PDF button. Your scanned psd file will be saved in PDF format. Now you can check that.
