You can't transfer the entire program. However, you can transfer the installation wizard in order to install it on another machine. To do this you would have to burn the disk image to the computer, extract it, and transfer the necessary installation files to the flash drive.

If you have a download version from Adobe, you can get a hard DVD copy for about 25 bucks plus shipping. All you need to do is to call the Adobe store and give them your information. I typically do this so that I can get the programs sooner by download, and have a hard copy backup as well. Of course if you don't have any version, you can get Photoshop either from Adobe.com or one of thousands of local and online retailers.
