I would not recommend doing this if you're wanting to copy Operating system and all over to another computer. No. 1 it probably will not work because of driver and motherboard issues. No. 2 if it does work, (Windows is able to load adequate new drivers to get up and running) then you will probably still have major problems with conflicts, and other driver errors left over. I would suggest loading the other computer from scratch.
That advise was free now here's the answer to your question. There is a program called Norton Ghost that will allow you to duplicate a drive or partition to a second drive or partition. There are other programs like Drive Image Pro that do basically the same thing. You'll need to boot to a dos prompt and run the "ghost.exe" from a diskette or another drive partition. Once in the Ghost program you can select the drive/partition you want to copy, then you select the destination. This will be the blank drive you have. (By the way I neglected to say the clean drive needs to be placed in the system with the original hard drive in it.) After selecting the correct destination the software will proceed to duplicate the information to the blank drive. Once this process is complete you now have two drives with identical information on them.
