I'm not sure if a regular format would prevent un-erasing; a quick format certainly won't. But there are two other ways to go:

There are programs designed to thoroughly wipe data from a drive. For example, on Windows, there is a free program called Eraser which allows you to permanently delete specific files. There may be others. If you have a card reader connected to your PC, make sure to select only the SD drive.

A do-it-yourself version is to fill up the entire card with miscellaneous junk files and then delete them all, or reformat. That way, any photos are overwritten and attempts to un-erase won't bring up anything of use. Analyzing the physical card might still bring them back following this path, though.
