you can't. There's no way to know from an IP address wha the subnet mask is.

However, there are some likely guesses. Since 195.0.8.0 ends with a zero, the subnet is probably a 24-bit mask: 255.255.255.0

But it doesnt have to be. The network administrator knows for sure.
