Click on Chart to select it, then click on Format tab, and look for Arrange section, there you can position chart from Position and Align.

The best way to "drag" something is to copy and paste it. If you are talking about images, you can move them about the page with the picture handles that appear when you click on the image. You can also right click on the image and format it from the menu that appears.
