In Windows Paint, you cannot directly edit text in an existing text box after it has been created. Instead, you must select the text box with the "Select" tool, then cut or delete it. After that, you can create a new text box and type in the desired text. Remember to save your work frequently to avoid losing changes.
If you want to change the text, you can just find an image of it that has no text and add in whatever you want. If you wish to edit his looks, you need a program that can edit pictures such as photoshop or gimp, or just simply paint and draw lines on it if you want.

Short answer, you can't. To change the text of a printed image you need to scan it in to the computer and use Photoshop or similar (Paint might do it depending on the complexity of the image) to digitally clone or paint over the text and replace it with new text imitating it. For example, when I changed the text for a London Underground roundel digitally for a train lover, I edited out the existing text and used a font that resembled it for the custom text etc.
