To enter you could type it in as a formula, using the division operator. To enter 6 over 8, you could type:
=6/8
You could also enter the value as a decimal. Whichever way you enter it, to show it as a fraction you would then go to Format cells and pick the Fraction format to display it. From there you have various options as ways to display it.
