For Laptop: open it up, checking the cable whether is lose or not: might need a technical repair if you damaged the screen, like dropping it on the floor.
For desktop: Make sure the VGA cable is not lose, its the one that connects your monitor onto your PC, if you have damage it somehow, you can get a repair or buy a new one.
It might be the resolution problem, try change the resolution to recommended or highest in screen resolution setting, this apply to desktop and laptop. On the desktop monitor some of it will contain button on the monitor, you can try adjust resolution on that.
