If this is a mechanical mouse, you need to clean it. Flip it over and pop off the bit that holds the ball in... its usually just a snap-on clip like what holds the batteries in your tv remote... remove the ball & have a look inside.
What you should see are 3 wheels. Two of them are at 90 degree angles from each other & a third is opposite the first two. The two 90 degree ones are the actual sensor wheels, one detects up & down movement & the other left & right. The third wheel is just a spring-loaded wheel that tries to keep the ball in contact with those other two.
Anyway, find a pencil with a good eraser & use the eraser to scrub off the hardened nasty stuff stuck to those wheels. Turn the wheels & make sure to get the crud off it all the way 'round. Also, if there is some bits of hair or lint wound up in there, use a pair of tweezers or needle-nose pliers to remove it.
Lastly, blow it out real good to remove any chunks of crud remaining inside, wipe the ball off with some glass cleaner or something, pop it back together & youre good to go!
If its an optical mouse, check to see if there is a hair or some lint on the eye (the little lens on the bottom.) Even the tiniest little hair stuck to that lens can cause all sorts erratic behavior. Clean it off with a moist q-tip or something & hope that does the trick.
Ball mouse: Your rails likely have gunk or dirt built up on them causing a uneven flow and roll from the mouth, there for causing the mouse to be jumpy. Clean your mouse. Laser mouse: Dust or dirt on the laser sensor or a poor tracking or mirrored/shiny surface. Clean your mouse. Bottom line, clean your mouse.
Most likely the cable is dry inside or kinked. It will form rust and get hung up as it rotates causing the jumpy needle.

USB mouse should go into most laptops.
plug it in. maybe troubleshoot it. buy a new mouse.
Buy a new mouse.

its actually quite easy to fix, 1.go on to control panel. 2.type in 'mouse' 3.when it comes up, click on 'mouse' 4.then change the settings to mouse sensor. 5. then go onto mouse settings and ENABLE it, 6.you might not think you have disabled it but you actually have, its exactly what I did.
