To get melted rubber off of chrome, you need to heat it up again. This will allow you to carefully remove it from the chrome surface. You can do so using a blowdryer.
Spoke to a Chrome expert, and the answer is Yes, it will. Supposedly the EasyOff contains a chemical (Caustic?) that will eat the chrome. This however does seem to be the #1 solution to getting melted plastic or rubber off the pipes...
