You don't ! Your network supervisor has restricted the sites you are allowed to access from your location (probably to make sure you actually work instead of wasting time om sites you shouldn't be using during working hours (at a job or school).
The only legitimate solution - is to ask your network supervisor to remove the restriction for the site in question. Any other method would involve hacking - which is illegal - and we in the Wiki community will not help you break the law !
