I sure hope this helps seeing how's this seems to be a normal problem for a lot of people. Like what was said in the last post, they are ingrown hairs caused from shaving in the wrong direction. There are things that you can try to prevent or even help clear up the bumps. One thing is, when you shave (I know most people like a nice clean shave) but instead of getting a smooth shave try shaving in the direction that the hair is growing in. It won't be smooth but it will be close enough so that the hair is not noticeable. Another thing is after you shave, rub baby oil or baby lotion on the area. What this does is soften the hair so that it won't be so coarse and have to literally "push" it's way through your skin. Try to keep lotion or any kind of moisturizer on the area and this should prevent the bumps. Hope this helps. It worked for me and a lot of my friends. they will go away in time. It could be that you don't have enough soap or shaving cream on your legs when you shave. Try wetting your legs before and put lots of soap or shaving cream on them. Or you could have sensitive skin. Not much you can do about that, except get a shaving cream that is for sensitive skin...

No. I recommend using Green Soap (tattooing soap). It removes all the dead skin giving you a closer shave.
What you might have is probably "chicken skin". Some people are born with dots on their legs. You have to go out and buy a back scrubber and creams with no oils added. After u washed and scrubbed legs use the cream while the pores are still open. Oils will only clog the pores and trap the dirt. Regular alcohol is good for cleansing skin also.
