Maybe it is different on OS X, but on OS 9, there is a battery icon next to the clock, it shows battery level, and also if it is charging. As well on OS 9, the control strip has a module showing the battery level and if the iBook is charging.
On the actual iBook (mine is Clamshell, probably different on Dual-USB G3s and G4s), where the power adaptor plugs in, there is a light, if it is a reddish-orange, it is charging, if it is green it is fully charged.
