I use Paint.NET (a free image editor) for this. Download it and follow these instructions: From the Image tab, click Resize (Ctrl + R). Change the Resampling drop-down menu (the top option) to Nearest Neighbor. If you want to retain the height-to-width ratio, you can tick "Maintain aspect ratio." Enter your new height and width, then hit OK.
You can save this new image as any common image type: .png, .jpg, etc.
