To make the macOS menu bar disappear, you can enter full-screen mode for an app by clicking the green button in the top-left corner of the window. Alternatively, you can go to System Preferences > Dock & Menu Bar and check "Automatically hide and show the menu bar." This setting will hide the menu bar until you move your cursor to the top of the screen.
You can always push the start button in your keyboard.
You cannot get your Dell computer to have a Mac toolbar legally.
Drag the tab on to the toolbar and it should appear there.
As yet there is Mac version of the eBay toolbar it will only work with computers running the Windows operating system. There is a version of Firefox for eBay trading available for the Mac (See links below).

When a toolbar is docked, the name of the toolbar does not appear
Either it isn't locked or you are in full screen. When its shows up right click it and click "Lock the toolbar" If not, go to it and click "Tools" then check if "Full Screen" is checked.
To view Safari's toolbar select View from the menu bar at the top of the screen and then Show Toolbar from the menu.
