The home screen and lock screen can be set to any picture in your Pictures library. Change them in the settings menu.
You can change the lock screen to anything in Settings. To change the way the lock button works, you will have to jailbreak your iPad and void your warranty.

The iPad itself is just a tablet, you don't 'open' it, although it may be in a case or cover that hinges open. Press the Home Button, and the lock screen pops up. Slide your finger across the Slide to Unlock area, and it will go to the home screen. If it asks for a Passcode, enter the 4-digit lock code to open it. If you don't know what the lock code is, you'll need to ask the person who owns the iPad.
You don't need an app for that. In settings, you can set a Passcode, a 4-number code needed to open the iPad. You can also set the auto lock time, so that the iPad will lock automatically after a period of inactivity. You can also purchase a polarized privacy screen protector that will limit the angle that you can view the screen at, so someone sitting next to you (such as on a bus or plane) can't see your screen.
If you are speaking of orientation lock, the mute/orientation slider on the right hand side next to the volume control will lock/unlock the screen orientation.
