You can do that with Clone Stamp Tool, find picture with torn clothes, choose Clone Stamp Tool, Alt click on source image to sample then paint on image you want to change clothes.

Been there and done that, friend: my method is in two steps: 1. eraser at less thah 50% opacity over the source image and then 2.add the clone or healing brush to the fleshed area and paint over; but I am not yet 100% satisfied with results. Anyone else out there?

Appropriate business clothes would be clothes that are considered to be business casual. Clothes that are torn, too short, and shows too much cleavage, should not be worn in a business.
Using Photoshop someone can change a photo a lot but they can not bring forth images the camera did not capture. The only way to make clothes see thru would be to add a different body under them.
