You cannot password-protect a picture because no such feature has ever been part of generic image-format-specifications - that is, when the nice people who wrote the method for your computer to show pictures, they wrote in ways to display thousands of colors, ways to make the pic look beautiful without taking up massive amounts of space, ways to blah blah blah...but they didn't include a way to password-protect it.
