A .dv4 file extension is a video file from a CCTV system. The system is produced by Bosch Security Systems. It is only viewable using the Bosch Security system proprietary viewer called Archive Player. This file uses MPEG4 compression. It can contain more than 1 camera angle. All of the different camera views are contained within the one file. There is at least one known issue with this file. It can be password protected. The password is embedded within the backup video so if you don't have the password...you won't be able to view the video file.

A PHP file is not a media file, so winamp (and so any other media player) cannot play that file.

You can't play unsupported file extensions in Windows Movie Maker. You have to convert the file to a format compatible with the program.
