On the top bar there is a tab called "Composition". Under composition, select "Make movie". This will open up a rendering tab where your timeline is. You can adjust the quality and where it sends the actually file, but the default is High quality and save on desktop. Click render to start. It will go through the process of rendering all the layers into the file you want. Depending on where you selected it to save to, check their and you should have a file named whatever you named your project! You can also select "pre-render" under the composition tab for other results.
Windows Movie Maker effects cannot be transferred or imported into Adobe Premier. ( I don't know why you would want to either) Premier offers many more effects than Windows Movie Maker does. Are you sure you are looking at all the effects Adobe Premier is offering?

There are quite a few and I believe a lot of software is compatible. I highly recommend anything from the Adobe range including Premiere Pro and After Effects (though After Effects shouldn't be used for everyday editing, only visual effects and motion design). Adobe is known as industry standard.
