Well, I looked through over the Character Map in order to find it.
There are no ways to put dots on any font letter, however, there's a character with the two dots put on its typeface itself.
Just use the following shortcut keys to produce this character, one for the upper case, one for the lower case of the character:
Alt + 0214 Ö
Alt + 0246 ö
Note: when performing shortcuts, you must press & hold all the keys in the shortcut altogether....

You press the Ctrl key and if you look down on the mouse that's already installed on the computer, you see dots. Press the Ctrl key and put your finger on the dots, and then move toward you. If you want to zoom in, do the same except move your finger toward the screen.
Um. i don't know how to make an i with dots but i can do this Alt+142=Ä and Alt+148=ö hope that that helps you out
Possibly an indicator of an infinite decimal (since it is not possible to put a dot over the recurring digit).
