An iPhone is dasabled when you try too many failed attempts to guess the passcode set on it. To un-disable it, you need to plug it into iTunes, make a backup, restore to factory settings, restore from your backup, enjoy life again.
Personally I prefer HP but if you are set on one of these i would say Toshiba because Sony is an "OMG THAT COMPUTER IS AWESOME" company but Toshiba has the better track record when it comes to reliability
Go to iTunes and click restore under. It will restore and set everything to how the iPod was original bought.
