A right-aligned paragraph uses a right margin it's left margin will be jagged. To make a right-align a paragraph, press Ctrl+R.

Yes, you can align a paragraph. Use the style tag Hello World to ensure it works in all versions of HTML, including HTML 5.
It is called justified alignment. You can not apply both right align and left align at the same time. The option you want is fully-justified alignment.
You probably mean "Justify" for MS Word.
Do you mean align? Using alignment options from Layer > Align > choose option. If you mean text indent then use Paragraph panel (Window > Paragraph).
