There is no Dell Inspiron 1454. Without the proper model number of your laptop, it is impossible to instruct you on how to enable Bluetooth on your particular model.

You could try changing it from BIOS settings, my dell inspiron laptop has an option there. There is also a setting on windows mobility center (press windows logo button + x).

Finally, Finally, Finally, with no help from DELL Try the following: Go to START / CONTROL PANEL / SYSTEM / HARDWARE tab Click on the DEVICE MANAGER Go down to SOUND, VIDEO, and GAME controllers and RIGHT Click on SIGMATEL Choose PROPERTIES. Go to the DRIVER tab and Click on UPDATE DRIVER. Answer NO to the Windows Update question. Choose "INSTALL FROM LIST OR SPECIFIC LOCATION". Hit NEXT and then choose "DON'T SEARCH, I WILL CHOOSE DRIVER I WANT TO INSTALL". You will get a list of SIGMATEL DRIVERS. UNCHECK the box that says "SHOW COMPATIBLE HARDWARE". I have the same problem and I just unplug the computer for about an hour then plug it back in. Normally it comes back on on its own in a couple hours. I have no idea why but this works on my 2320
