The .IPD file is from a BlackBerry device. The format isn't meant to be opened, only created/restored. To do this, use the bundled software.

Firstly, Im assuming you are referring to a window in which you save or open a document in mac os, since you haven't specified. In mac os, the "browse" button to view your file hierarchy in a "save" or "open" is a single arrow pointing downwards next to the text box in which you name the file. Clicking this does not open a new window, but expands the existing window and places your file hierarchy in the middle. From here you can chose the exact location to save or from which load a file.
