Creating a user account that makes someone a system administrator varies depending on the operating system. For Windows Vista, it is as simple as going to the control panel, clicking on user accounts, and clicking on change your account type. From there it can be made an administrator.
A user account is set up on a laptop in order to protect the user's computer. It is the first step in a detailed security system that begins with the requirement of asking for a password prior to one gaining access to the computer's contents, including the desktop, apps, and the installed browsers.
The method depends on what operating system you're using, but you just need to go into "User account settings" or the equivalent.
Create a new account in the Accounts section of System Preferences. This account can be set to Administrator from the New Account menu. You will need to be an Administrator to set up a new account.
The password and user name that should be entered is the one for the remote system user account that the user is accessing, not the password and user name for the computer they are currently logged in to. The administrator of the remote system should be able to provide this information to the user.

it is surely a multi user operating system or you cant have your own account and even there will be no guest account either
assuming that you are working from a computer with windows as the operating system: click on start, then on control panel then on user accounts from there you can change the user accounts click on change an account then choose the account you would like to change then change my account type then you have the choice of either computer administrator or a limited account if another user is already registered as computer administrator, this could be tricky. this would then require asking them to shed their responsibilities onto you. to do this they just need to follow the same procedure as above. NOTE: only the computer administrator can change the account types!
