This signals that the computer is in a standby or "sleep" mode. Most parts of the hardware are turned off by the BIOS until a key on the keyboard is pressed or the mouse is moved.
So they wont break or get damaged when being moved around, it also gives you the information about the toy as well.
A portable PC has several other names. It is a computer that can be easily moved around yet still has a standard motherboard and more storage capacity than a laptop. Some other names include lunchbox computer and luggable computer.

A static oven is one, which is connected permanently to the gas or electricity supply in your home. It is usually placed in the kitchen within your house and not moved around.
There's no reason why you should't unplug it. If the computer is relatively stable (ie not being moved around as a laptop would be) - you can simply leave devices connected to it, even when not in use.
