Newborn, a day or two. They are too small to even feed with a dropper at this stage. I did find some wild newborn mice once. A cat had killed their mother and he was trying to get under a discarded door. I found six naked babies underneath, and finally got the idea to cut a tiny piece of flannel and dip it in warm milk. I fed them every two hours for two weeks. Then I used a two inch baby bottle from one of my dolls, and fed them six times a day. Then I went to soggy cream of wheat. When they started to try to jump out of the shoebox, I let them loose to have their chance. My folks had a fit the whole time, but it was summer vacation, so I just ignored them.

Tiger cubs normally live without their fathers, but in the wild they wouldn't survive for very long without their mothers. They could live without their mothers if they're raised in captivity though.
