the possibilitys are nearly infinite, hundreds of artistic styles you could use, and photoshop is so versatile there are at least a dozens ways to do almost everything - to effectively answer this question it needs to be more specific you could start from scratch and do the entire painting in photoshop - or do a line drawing on paper, scan it into photoshop and finish it which is good if you only have a mouse to draw with - or you could load a photograph or other image into photoshop and draw over it or use filters to alter it and make it look like a painting - you could also use a vector drawing program, or cad program, or flash to make very precise 2d or 3d drawings, either line only or with flat color, then import onto photo shop to color and or texturize probably the best way in most cases is to use a combination of any of the above depending on what you want to create - easiest is to start with a photo and add filters to it to create a painterly effect - hardest way is to draw entirely by hand using only photoshop brushes which requires a steady hand, lots of practice and patience, and a bit of skill, and its best to have a graphics tabley hope this helps a bit
