Since cubic feet is a measure of volume (dimensions of length3) while ton is a measure of weight or mass, you need to know what substance you have 1 ton of - and thus can use the density (mass/volume) to convert between the two. In addition, you also have to know the temperature and pressure because density is also dependent on those two variables. In the case of liquids and solids, the density doesn't change a lot with temperature and even less with pressure so a density measured at one temperature and pressure may be good enough for most temperatures and pressures. For a gas however, temperature and pressure have a major impact on density and thus are absolutely necessary in order to determine density.
