If it's perfectly insulated, then it doesn't gain or lose any heat, and you don't need any energy to keep its temp constant. If the insulation isn't perfect and you set the gallon down inside a meat locker, you'll need to add energy to keep the temperature up at 130 F. If the insulation isn't perfect and you set the gallon down in the sun on the beach at Ocho Rios, you'll have to rig up some way to drain off excess heat, to keep the temperature down at 130 F. All depends what's between the gallon of water and the surrounding environment.

You can keep endlers guppies in a 1.5 gallon, about 2, if you maintain it (take some water out, take uneaten food out, ect.). you should keep the tank planted well because they enjoy it. You can buy endlers at petsmart. :)
