DOS computers are no longer sold on the mainstream market. Dell sells some barebones computers bundled with FreeDOS, due to licensing restrictions, but most of the hardware would be unusable in DOS.

Quite frankly, you can probably buy an old, used computer with the hardware to run most DOS programs for about 10 bucks. Any Pentium II or Pentium III with an ISA slot (for a SoundBlaster card) should be good enough to run most applications that are not timing-dependent. On a commercial scale, you would almost certainly want to get a contract with an embedded systems design company to build "new" DOS computers.
