There is no Pro Tools LE 9.

The simple answer is, you don't. When JASC sold its Paint Shop Pro product name to Corel, a lot of us jumped ship and stuck with what was - and still is in many computer artist's opinions - one of, if not "the" best program of its type. Corel dropped the nomenclature "Paint Shop Pro" after one year, and have since gone off in all sorts of unrelated directions, none of them very good in my personal opinion. If you search carefully - and it may take a while - you can still find copies of PSP 9 + 4 updates/upgrades online. I found mine by looking for a Torrent. Good luck!

Have you tried www.cnet.com . Once you're in, search for "free photo shop software". You'll get a list of different software available. Make sure to check it with your virus scann (viruses or spyware may always be an danger).
