When you see "kilo" added onto a measurement, it almost always means "a thousand".

1 kilometre = 1000 metres

1 kilogram = 1000 grams

1 kilowatt = 1000 watts

So, seeing as 300 litres is 0.3 of 1000 litres (i.e. a kilolitre):

300 litres = 0.3 kilolitres.
