This question only applies to a Windows PC. To turn off your Windows PC, click the start button on you taskbar. Then, Move your mouse over to the button that says shutdown, or if there is an arrow (in Windows Vista and 7) click on that and then click shutdown. Your computer will then close all your programs and then shutdown!

There are a huge number of reasons why Windows XP fails on shutdown. Generally it's is caused by a process not terminating as expected during the shutdown procedure. If you are the legitimate administrator of the (Windows) computer in question, you can do this using the Computer Management tool. If you are not, this is illegal (and the odds are you won't be able to anyway).
