It depends greatly on if you have the skills to be a engineer, which is totaly different than dealing with information technology. My suggestion is to do some research on what an engineer does which in my opinion is quite in depth compared to information tech.

A scientist who specializes in technology is called a Technologist, or a techno-engineer.
First let me be clear, there is no such thing as a engineering certification, there are degrees but this is not a certification type field, Second you've managed to pick a field which very much requires specifics like, chemical engineer, or mechanical engineer. Based on what kind of engineer you want to be it will run you anywhere from $50,000 to $250,000. I appologize that I couldnt be more accurate but with so little specific information its the best I could do.
The MCSE certification is designed for professionals who analyze the business requirements and design and implement solutions in the Microsoft Windows OS clients and Windows 2003 Server operating systems. The MCSE certification can fetch you IT jobs such as systems engineer, technical support engineer, network analyst, network engineer systems analyst and technical consultant.
To get a job as a telecoms engineer, it would be best to have a degree in Information Technology or Computer Science. Also, one can obtain training certificates for specific projects.
