Yes you can do that. The main function to do that is the If function. See the link below for more information on it.
Technically, a worksheet is a worksheet even if it is empty. To create a worksheet that will do calculations, then you would start to enter things into its cells.
The Logical category functions are the ones most appropriate, like the IF function, but some functions in other categories could be used too, like SUMIF in the Math & Trig category.
Create a blank worksheet.
A chart can be saved on the same worksheet or on a separate worksheet in Excel. The easiest way to put a chart on a separate worksheet is to create your chart on the same worksheet as your data. After you create your chart, just cut and past to the worksheet where you want it to show.

When creating a pivot table, you are given the option of placing it in a new worksheet or in the current one. So you just need to specify a cell in a blank area of the current worksheet. Then it won't create a new worksheet.
