For BASIC funtions: yes

this would include simple web browsing, any windows office programs ( Word, Excell, PowerPoint)

you could play almost every online flash game, they would run ok to maybe a little slugish, i have a 1.3 Ghz and right now im answering you, have Pandora.com playing music, im changing settings in the computer, and on facebook. and its running perfectly fine.

(btw the only flash game i cant really play would be 1066, which i can simply lower the graphics settings and it runs like a charm)

If you want to take PC for practice or huge workthen I think 1.5ghz not enough otherwise fine.

it depends on what type of processor you are talking about. for a phone its very fast, for a desktop its pretty slow, and for a net-book its about average.
